COUNCIL WATCHDOG RE: JUNE 19-2013 COUNCIL AGENDA

First 3 items on agenda are Awards

CONSENT AGENDA...VOTED ON WITH NO DISCUSSION!

There are 13 different Agenda Items on the Consent Agenda or Consent Callendar.  These will all be voted on with no discussion so even if you are sitting right there in the room you won't know that any of the following agenda items were being voted on. In short...all Consent Items begin with the # 2.

2.1  Ratify Minutes of last meeting

2.2 Approve Warrant Register Spending of $798,927.79 for the last two weeks.

2.3  Allow a 3 month extension of inmate services.
     I am surprised the public employees union don't cry about that non-union subsidized labor. Do they cut the lawn at Sports Park or not?

2.4  Renew a "Service Agreement" with the Partnership With Industry. Is Diane Rose involved with them too?  What industry do they partner with . What Industry is there in Imperial Beach. I'm skeptical without some explaining.

2.5  "ADJUST THE BUDGET"    Needs more explaining unless this is more shell game book-keeping as described by the Grand Jury Report?

2.6  Approving Position Discription for an employee to handle  City Salary, and Compensation Plans.  How about hiring ADP to do payroll and forget adding another over-paid position?

2.7   A 5th Amendment to the City's restrictive Taxicab Policies.  I love that one.  I.B. Council Takes the 5th Amendment!

2.8      Resolution to accept a grant dealing with Pollution in the T.J. Estuary....  Pollution= $$$$ ?

2.9  Extend a Janitorial Contract on a month to month basis.  This is kind of a hint that they might be running short on janiorial money soon. Maybe Council and staff will have to push a vacume or a mop once in a while instead of just phoning in padded hours of work?  Maybe they can come in and work on their OFF FRIDAYS and do windows and dust?

2.10  Execute a M.O.U. or Memorandum of Understanding with the Boys and Girls Clubs regarding the use of the Youth Soccer Fields.

Gee!  I'm surprised they didn't say YMCA. Still don't see any discussion on this in public.

2.11 Move Funds froim the "SAFE EXCESS RESERVE"  to the GENERAL FUND STRATEGIC CAPITAL IMPROVMENT REPLACEMENT OF PUBLIC SAFETY COMMUNICATIONS SYSTEM.
( I thought the county or SANDAG had Federal Grants for that and that the Sheriff's Department had their own radio gear seperate from the City? Anyway...no discussion...just a vote. How much money are we shuffling around?

So that's all the stuff they are going to do without discussion...so if you do go to the meeting or watch it on TV...all you will hear is the Mayor asking for Ayes and Nays on the Consent Callendar and it will be over!  If this is open and transparent process...please explain it to me cause you'd almost have to be an attorney to read all this material and actually understand it.

6.1  Sea-Level Rise Grant....Well the rise in Sea Level won't help I.B. too much...but the Grant Money Will!
Who will administrate the grant and for what % ?

6.2  Authorize the City Manager to buy a new Rescue Pumper Truck for the Fire Department.  Will there be an RFP or "Competitive Bidding" or will they just buy the truck at an inflated price from a croney that makes big political donations?  Film at 11:00.

6.3 Designate Delegate and backup to represent Imperial Beach at the League of California Cities.  Council Members should not be allowed to belong to Lobbying Organizations in my opinon...Especially the League of California Cities which seems to circumvent grass roots democracy at the local level with many policies and practices that the local voters want nothing to do with. It's  US  or THEM at the League of California Cities.

6.4  TIDELANDS ADVISORY BOARD APPOINTMENTS

Whatever the city wants the Coastal Commission Lobbied about....they will get the Tidelands Advisory Board to Rubber Stamp it first. If the Tidelands are under the jurisdiction of the Port now....why does the city need the Tidelands Committee. Maybe they need more variances for higher and denser projects on Seacoast?
