Parcel returned to I.B. that was taken under the war powers act. YMCA has occupancy. McCoy and Winter both voted for the M.O.U. when both lived and had a financial interest within 500 feet of the parcel. Was Diane Rose on the YMCA Board at that time also? If so...her vote would also be illegal. Title to the property was never transferred back to Imperial Beach. Instead it stays recorded as U.S. Government Property years after being returned to the City of Imperial Beach. It's a 3 way deal. I wonder if the YMCA ever contributes money to SWIA?
