Residents Outraged Over Beachfront Permit Parking Proposal

A proposal to implement parking permits or parking meters on streets near the beach drew more than 50 people to a public forum Wednesday. Many said no change is needed, while some residents agreed that some sort of reform may be necessary.

Randy Putland has lived in Imperial Beach for 30 years and is happy with waterfront parking. Changing the city’s approach now is “putting the cart before the horse,” he said.

That was the majority opinion of more than 50 people gathered Wednesday at City Hall to offer their views on permit parking for residents and possibly installing parking meters in the future on streets near the beach.

“In a small community like us, I mean you’re talking about putting 20 minutes and two hours [parking restrictions] down there,” Putland said. “I mean we don’t have the businesses yet.”

Imperial Beach isn’t busy like Pacific Beach or Coronado. Not yet, he said.

“People who go to La Jolla and those areas and there’s two-hour parking, I mean there’s clothing stores, there’s shoe shops, there’s a lot of commerce and unfortunately we don’t have that yet,” Putland said. “You guys are striving for that, cause you need the resources. I understand that. But we are many, many, many years from doing something like this.”

Disapproval of the idea was near unanimous. Others disagreed with some parts, but thought some kind of reform may be necessary.

A second forum to gather public opinion will be held 8:30-11:30 a.m Saturday at City Hall.

No decisions have been made, said Public Safety Department Management Analyst Dean Roberts, leading an effort by the city to consider permit or meter parking.

After exploratory meetings with business groups and residents, comments will be shared with the City Council who will decide where to go from there or whether to take any action.

The idea of increasing revenue through parking first emerged at a workshop meeting with City Council and city staff in March.

The current plan would break down beach parking into three categories: commercial, beach and residential parking.

Commercial: Seacoast Drive and street ends would have a mix of 20 minute, one- and two-hour parking limits.

Beach: South of Imperial Beach Boulevard on Seacoast Drive parking would be restricted to four hours to try and send more beachgoers further south.

Residential: Streets from Seacoast Drive east to 3rd Street, and possibly up to 5th Street would be limited to permit parking only.

Residents would not be charged for permits, Roberts said, but residents would be charged a processing fee, a cost that has not been determined yet. The goal is to encourage more people to use often-vacant parking lots on or near the beach.

Depending on how parking restrictions on the waterfront are received, parking meters may be installed, Roberts told IB Patch last week.

New rules are being considered not to make money, Roberts said, but to increase parking turnover for area businesses and pay someone to enforce parking restrictions, which community service officers with the Sheriff’s Department now have little time for.

The cash-strapped City of IB currently cannot afford to hire more people for traffic enforcement, he said.

Restrictions will become more important as the new Pier South hotel and changes to commercial zoning draw more traffic to the beach, said Public Safety Department Director Tom Clark.

Bill Whitacre lives on Seacoast Drive south of Imperial Beach Boulevard. His condo has two parking spaces but his family has four cars and he’s concerned with where they could park under proposed changes.

Permits may be made available for South Seacoast residents, Roberts said.

“You’re talking about pushing beach access to South Seacoast, but there’s no restrooms down there. We have people urinating on the wall as it is,” Whitacre said.

Miriam Iosupovici said seniors and people with adult children who may need street parking need to be considered. She is concerned that permit parking may exclude South Bay fishers with little money to afford daily parking rates.

“We have a lot of people who use the pier who don’t have a lot of money,” she said. “They fish for food.”
More analysis should have been done before this was even presented to local residents, Iosupovici said.

“I’m appalled that this came out without a cost-benefits analysis for different plans. I think that makes this very difficult for us to evaluate,” she said.

The cost of permits, installation of parking meters, an increase in enforcement and other expenses have not yet been considered, Roberts said.

The city should stick with what it has now, Iosupovici said, “perhaps with some tweaking.”

“I have this feeling that you’re kind of waiting for people to get tired of it and then the city will do whatever it damn wants,” she said.

Speaking as a private citizen, Councilman Jim King said he thinks some restrictions can be made for businesses on Seacoast Drive but not elsewhere.

King narrowly lost a re-election bid Nov. 6 and will no longer be a councilman after Bobby Patton is sworn into office Dec. 5.

“This is kind of like one of those deals that you tell a story to somebody, they tell it to somebody else and they tell it to somebody else,” King said. “Pretty soon the story is so distorted and so huge and so fantastical that nobody knows what the hell the story was in the first place.

“As I recall what precipitated this whole thing was a question about access for businesses on Seacoast, and suddenly the net has expanded,” said King, who has decades of experience in city planning in San Diego.
The net expands when city staff is given a vague goal: comprehensive approaches are considered before going back to City Council for direction.

King agreed with Putland that further restrictions may be necessary once more businesses come to the area. Maybe some changes should be made in time restrictions in the commercial area, but other beach cities with more traffic than IB seem to get by without permits, he said. To go any further with these plans would be a huge waste of staff time and city money, he said.

“Down the road from now there will probably be a need if we get a lot more businesses, but we have physical restraints in our commercial areas,” King said. “We don’t have enough lots to warrant this kind of move and a lot of this takes away from the residents of this community, and I think that’s wrongheaded.”

Gary Klopp lives a block from the beach and moved to Imperial Beach after retiring from the military. Parking meters may not be the answer, but he says he wants to see some kind of change take place.

Many of the people he heard comment Wednesday live further from the beach than he does and don’t want to inherit the problem he regularly faces now.

Fishers will park for more than four hours, bring their own food and don’t spend a lot of time shopping. Meanwhile most of the time there’s nowhere for him or his friends to park near his home and lots where you can park all day for $2 go empty.

He doesn’t want to see beach access become exclusive, but as a homeowner and taxpayer he would like to see permit parking or some sort of change that will allow him to park on the street near his house.

Klopp finished his comment by emphasizing that the city needs more money, and this may be one way.

“We need to bring money and revenue into this city,” he said. “The Port Authority does a lot for us. If they shift that money to National City or Chula Vista and they’re fighting for the money, what happens then?”

Lifelong resident and owner of Pacific Realty on 3rd Street and Palm Avenue Gary Trieschman believes the concerns of residents near the beach like Klopp should be taken seriously, but there are other issues to consider.

Trieschman was the only professed business owner to speak at the public forum. The city spoke with business groups before this week’s public forums for residents.

“I feel we don’t have a parking problem now,” he said.

If there have been any parking issues lately, it comes from recent street improvements. That may be good for ADA [disabled] compliance and public safety, but it led to fewer parking spaces.

“We kind of created our own monster,” Trieschman said.
Permits may create another problem.

Like Randy Putland, Trieschman said he is concerned that residential permits from Seacoast Drive to Third Street will just move any parking issues from Seacoast Drive into neighborhoods beyond permit areas.

Trieschman and Councilman King would like to see closure times at street ends changed so older people like himself can park there in early mornings and enjoy the beach.

Kim Miller is disabled and worried about her ability to park and go see her grandchildren if permit parking is implemented in residential areas near the beach.

Michel Dedina shares Miller's concerns about handicap parking, but for different reasons.

"Does the system lose if handicapped folks like myself park without paying for as long as they like for as long as they need. Have you figured that out?" he asked.

"How much will it impact local businesses if people have to pay to park? Will there be fee increases as the city's financial situation becomes more dire? I can't answer that one but I imagine there will be," Dedina said.

"... The goal is to encourage more people to use often-vacant parking lots on or near the beach...." yes, i guess when it cost $10/hr to park in front of your home the $2/hr parking lot down the road looks pretty good... sort of gives new meaning to the song: 'over the river and through the woods to grandmother's house we go'... ... maybe grandma's house was surrounded by parking meters too....

I think the city is putting the cart before the horse. I don't think we have a parking problem. Other than the last sandcastle competition, have you ever seen all of the pay for parking lots full? I live on south Seacoast and there is always parking available down here. To just implement restrictions on the resident parking east of Seacoast would send all of those people south, to just limit parking down here to 4 hours would send them up to the blocks east of the beach. So I say leave it alone. Is the real motivation behind this so the city can raise revenue with all of the parking tickets and residents annual fees for parking stickers? That would be my guess.

I think Whitacre brings up an interesting point about pushing beach access to South Seacoast. Kind of makes all the time and effort that went into banning vacation rentals on South Seacoast moot...

My ex and I owned property next to mercy hospital in Hillcrest. They have the whole resident sticker down pat. Our tenants had to pay for stickers yearly, plus an extra fee for a guest pass in case they wanted to have a friend over. Our painters, plumbers, electricians, handymen had to find a place blocks away or they were ticketed. The city is having a knee jerk reaction to a possible commercial parking problem in downtown IB. It is possible that once the hotel opens we may have more of an issue, but lets wait and deal with that when its a problem.

What Khari's article doesn't say clearly enough is what was reported at this meeting: ie, that the City of IB has been unable to enforce the parking regulations we DO have already due to inadequate funding for staff! It became more and more clear as the evening went on that a lot of staff time had already been devoted to these reputedly 'non-plans' planning. I tried to find info on purchase costs online for meters since this info was unavailable. Here's one site <http://ipsgroupinc.com/resources/cost-comparison.htm> No estimated number of meters had been calculated for the proposed areas. Note that there are costs once the meters are installed beyond the cost of the meter. The idea of revenue is absurd on its face. A woman also spoke poignantly about the effect on her and her family if she, a disabled person on SSI, could not afford to take her grandchildren back and forth to school because no way could she afford a $25-50 'processing fee' and be able to eat, nor was she physically able to walk to a free area. I also noted the polluting effect of people driving around looking for a free parking space. Will there be a financial hardship exemption? Disability? All this takes staff, please note, for which salaries & benefits must be paid. I had hoped to see some signs of forethought from the city. Nothing significant was in evidence. This terrible idea, other than areas in front of businesses which might need enforcement to increase turnover, should be squashed now.

'... that the City of IB has been unable to enforce the parking regulations we DO have already due to inadequate funding for staff! ..." it's the sheriff's dept that enforces parking regulations, not the city... there have been no funding cuts in the sheriff's dept... and what parking regulations have not been enforced in this area? the only parking regulations in the area are the monday street sweeping closures and the city can ask anyone in the neighborhood - the sheriff's are very diligent with their ticketing... right now there is no staff funding needed, but if the city installs parking meters then they will have to develop an entire department for the staffing and paperwork....

tim, when i read that sentence it reminded me of last labor day when you & i stood looking at the intersection of seacoast/ocean lane @ 4pm... ...it was one of the biggest beach days of the year and there was not one person or vehicle moving in an area that should have been packed with people... there are only two places on seacoast where there's not a lot of parking spaces available ...one is the block right in from of the pier/park area ... and the other is on the southwest corner of palm/seacoast - but that building was built without providing adequate parking for occupants...and the building doesn't look very old, so parking should have been incorporated into the plans...... right ...?

the city does have someone issuing parking tickets.I guarantee that. The fine for parking in restricted spot (even when the sign is missing) is $50.00

THe proposed idea for restricted parking and meters is bogus. When you have enough business to support that sort of thing it would be appropriate,however, as difficult as it it to obtain business permits here, I think we a couple years away from that. We have parking problems in residential areas now. Your meters will only make it worse. There are days that people who live on the northend of 7th st cant park because every one who drove here to ride bicycles to Coronado are parked in every available spot on the street. Bites when residents have to park a block away from their home.Parking meters are only going to make that worse. Maybe if the city graft department closed we would have more honest enterprise here and parking lots.

Yep I remember. The building on the southwest corner of Palm & Seacoast ("Shopkeeper") was given a number of variances and they knew from the start that there was NOT going to enough parking. This was one of Mayor Bixler's pet projects and the reason that Imperial Beach no longer has a Planning Commission. Bixler and the City Council fired the Planning Commission, took over in an "emergency" capacity, and approved Shopkeeper after the original Planning Commissioners rejected the project for among other things...the parking!

Processing fee= a tax that has not been voted on. The person who will handle the permits at city hall is already a employee on the payroll. Why do the residents need to pay a fee? we already pay property tax. This subject is a good example of amiture politics at its best.

I live on Seacoast Dr. across from the Plank...on the weekends you cannot find a parking space because of the customers coming and going from the bar. Although, I do not have a problem myself I park in my garage. My building is not equipped for all residential parking forcing homeowners to park in the street with no other choice . There is seven condos and only four parking spaces where I live. Parking meters would be a hardship for homeowners here. Sometimes they have to park down the street from their own home because of the customers at the Plank and the beach goers. What is the alternative build more parking spaces..I hardly ever see the parking lot on Seacoast and Palm full except for Sandcastle it has not been full since. What is wrong here? In the winter its not so bad but the summer its busy. I think the councel should look at other ways to bring revenue here. Cut out so much for lawyer fees for the city. Start with the City Councel cutting back before putting your hand in the citizens pockets.

kay, i've walked past the plank at 3am and there's still 4-5 cars parked on palm north of seacoast...do people live on the top floors of the building at 700 seacoast? there's 12 1-bed units @ 640 seacoast that don't have any off-street parking.. the lot on the sw corner of seacoast/palm should be free to accommodate the patrons of the plank and business in the 700 seacoast building...

I lose customers everyday due to lack of parking spaces. Would br great if half of Palm Avenue wasnt red zone! Add parking meters and we will be destitute, guaranteed!

I do not for the life of me understand why City Council and the City comes up with one idea after another on how to kill local business. We are not LaJolla, we are not Coronado or north county. Why cant we be a pristine little town, the beach next to Mexico, promote local business, family life and all that is truly home town? That can be done and still make money. Maybe the members of City Council will suffer with fewer payoffs and the city employees may not enjoy as much gravy, but common sense, a really good marketing manager we could flourish. STOP THE SCAMS who owns interest or stock in the parking meter company>>>

Parking problems within the first two blocks of Palm Avenue adjacent to Seacoast are exacerbated due to the Adult Education Center (located within the building looking very much like it was designed as a fire house). When evening classes take place, there is no parking available within blocks for residents returning from a day of work. How many students are enrolled? How many cars take up spaces? Where will the overflow of customers from the restaurant replacing Marissa"s park?

walked the area at 4am ...there are 7 vehicles parked by the plank, 5 more in front and 4 cars in the back of the building at 700 seacoast...that's 16 cars for one building with no business open... the people aren't parking on the street 'just because they can' as the city ascertains....they are using street parking because the building was not structured to code.... the city can alleviate the street parking problem in that area by giving free public access to the lot on the se corner of palm/seacoast... ...and the city can raise revenue by suing whoever scammed the tax payer by allowing the building to be constructed in the 1st place....

To say this proposal was an epic flop would be an understatement. Imperial Beach is not downtown San Diego during Comic Con or Pacific Beach on Spring break, and that is why so many people find IB so rejuvinating. It's a great beach community with a small town feel. The last thing business owners, residents, and visitors need are invasive parking meters strung up and down a half empty Seacoast Dr. In my 5 years of residence on South Seacoast I'll be the first to say there's more open parking down here than the drive in down on Palm. As for parking near the pier... there's parking all around, nothing out of the ordinary. Worst case scenario you pay 2 bucks or walk a block or two. If somehow this new hotel is going to turn IB into countless hoards of people crammed together like sardines in PB, then parking meters can be reconsidered out of necessity. Everyone knows that will not happen, so the city should focus on progression and continue with the positive changes trend that have blessed this town over the last 30 years.

...Like putting up a fising pier, nice parks all around, great lifeguards and firefighters, etc. One thing they should work on is stopping the diseased sewage water issue from TJ. Or constructing beach fire pits down south Seacoast like Coronado strand and Mission Bay have.
