Redesigning 10th Street, Employee Pay and Changing Business Districts

The Imperial Beach City Council will meet at 6 p.m. Wednesday to discuss employee pay agreements, the possible redesign of 10th Street and the renewal of an agreement with a Code Compliance Hearing Officer, among other topics.

Public Works Department Director Hank Levien will give a presentation about the sort of changes the city and nearby businesses on Palm Avenue can make to 10th Street between Donax Avenue and Palm Avenue.

The coming addition of Cal-America Water and six Habitat for Humanity units to the area has reignited city support for change in the area that for the most part lacks sidewalks.

"Now that there are two new developments proposed in this block of 10th Street, it is necessary that the city proceed with establishing s public improvements design to accommodate these new and future developments," a staff report on the subject stated.

Nasland Engineering and Parterre Landscape Architecture, who are currently working with the city on design and lighting concepts for Seacoast Drive, have recommended three possible design concepts that were originally presented to city council last month.

Public art, changes in parking, seating areas and more trees and vegetation are all options the two companies recommend to the city. Visualizations of various concepts can be seen in the meeting agenda packet. 

Should councilmembers give the concept a thumbs up, staff will return with cost estimates and more detailed plans.

This is agenda item 6.2.

City council will receive an inventory of city personnel and consider a one-time retention stipend for full-time ($250) and part-time ($125) employees at a cost of $24,500 to the city after layoffs in recent years.

Reserves for economic uncertainty, public works projects and a minimum fund balance of $1 million will be considered Wednesday.

City council will be asked to adopt its 2013-15 salary and compensation plan. Under agreements reached with the Imperial Beach Firefighters Association and Service Employees International Union, Local 221 earlier this year, both firefighters and employees represented by the SEIU will receive a pay raise in the coming years. City council will have its first reading of an ordinance to change zoning in city commercial districts. The change comes after the Coastal Commission gave its blessings last month

Also scheduled for a first reading is a revised version of the California Building Code.

On the consent calendar, items approved with a single vote without discussion:

- Extend a contract with a Code Compliance Hearing Officer who hears code compliance and parking ticket appeals. This is agenda item 2.3. 

- Allow City Manager Andy Hall to accept a Department of Homeland Security grant worth about $13,000 to hire someone to prepare Firefighting Preplan Maps of prominent city structures to help firefighters become familiar with the layout of particular buildings. This is agenda item 2.5.

- City staff will request an additional $27,000 to continue work to get the Sports Park gym a new roof. If the money requested is approved, the new roof will cost about $200,000. This is agenda item 2.6.

- Make changes to city Personnel Rules in order to achieve uniformity in language between the rules and agreements signed with the Imperial Beach Firefighters Association and Service Employees International Union, Local 221. This is agenda item 2.4.
