How to Run for Imperial Beach City Council

The Candidate Filing Period for the Nov. 6 election is from July 16 to Aug. 10, said .

Councilmembers Jim King and Brian Bilbray both said they plan to seek re-election. King was elected in 2006 and Bilbray in a special election in 2010 following the death of Councilman Fred McLean.

Declaration of candidacy papers along with 20 signatures by registred voters in Imperial Beach must be filed with Hald by Aug. 10, or Aug. 15 if King or Bilbray withdraw from the race.

According to data provided by the San Diego County Registrar of Voters, as of March there were about 10,000 registered voters in IB.

In 2010 when six candidates competed for three open seats on the city council, it took about 2,000 votes to be elected to office.

In 2008, winners received about 3,000 votes or more.

In order to qualify for the office:

- must be a citizen of the United States of America and resident of Imperial Beach;

- must be registered to vote.Click here to register or verify you are registered to vote;

- may not be in prison or jail, or on parole or on probation for a felony conviction;

- must not be found mentally incompetent by a court

- must be at least 18-years-old or older by Election Day

According to section 202 of the state election code, members of the military that wish to seek office and are deployed out of the state or country may have a lawyer given the power of attorney to file candidacy papers on their behalf.

A candidate statement may be submitted to be included in a voter's pamphlet. A 200-word statement costs $450.

According to data from the State Controller John Chiang's office, in 2010 City Councilmembers were paid up to $9,000 a year and received pension benefits and health, dental and vision insurance.

Being a member of the IB City Council means wearing many hats. City council is also considered the city's planning commission, public financing authority, housing authority and successor agency of the Imperial Beach Redevelopment Agency.

There has never been a councilmember with a hispanic surname in this Mexico border city... Is that odd, normal, or just okay? According to IB's election history, the "public" list of qualifications referenced above should include; 'NO HISPANIC SURNAMES', which appears to have been a hidden qualification in every past election.

... is the sarcastic comment mostly discussing because it's true...? If shedding sunlight on the facts while shinning a mirror on the truth, is perpetuating racism, what would recognizing a history of racism be called?

Since nothing in life is perfect, leave it to the naysayers to find a negative. It is far more prudent to perpetrate the good aspects. If dissatisfied, nominate a candidate and work to get them elected. Our time would be far better spent bringing forward any ideas you may have to enhance our city and country.

@libi "you should run for council marcus......" 'Progressively' running for city council would take strategic planning. A campaign in IB should carve the debate for all the old incumbents, with all new candidates. I believe that the most strategic campaign would make a conscious and timely choice to debate all the 2014 incumbents, rather than a progressive Bilbray and the one pliable King this November. We have the time, we have the numbers... we only need to strategize!

Hmmmmmm --- amazing how some will find a problem that none of us knew existed where none exist --- only a very Progressive thinker could do this In this case I agree with libi --- put your name on the ballot --- see how easy it is when you are on the inside looking out ...

I agree w/ you Marcus - Libi should run - and shine a thousand lights on the financial dealings of the council. Maybe if she has a hand in it we (IB) won't go bankrupt - or innocents be lead to prison. I also would like to see Lee Berkowitz run ... maybe that will shine lights on the IB / Sheriff's connection. I'd like to see you also run Marcus (how many seats are open anyway?). You do have support and networking skills. I also really like where you're going on the shake up of IB - and of course the POT thing. We need to get the drugs behind a counter and out of the park. However being from a very hispanic integrated family I do find your 1st posting racist and presumptive. Maybe I'm completely wrong but I find it very hard to believe that nobody with a hispanic surname has never run for the council ... though I do understand why they might not win - if you can't woo voters you can't win an election - it's not necessarily racism. On the other hand Obama won w/ 96% of the black vote in 2008 - as well as a huge number of white apologists. I understand that he was the Great Black Hope - (even though he's 1/2 white and all red) - but hopefully cooler heads will prevail and the vote will go for or against his policies in the 2012 election. Likewise - hopefully the IB Council election will be issues focused.

Well now they just look at you like a Deer-in-the-headlights and move on to the next agenda item. I haven't heard them offer one word in denial or explanation. It seems the only way you'll clean-up their books is from the inside ... or w/ an outside agency.
