History Repository, New City Manager, Sports Park at Meeting Wednesday

The Imperial Beach City Council will consider several issues important to the future of Imperial Beach Wednesday at 6 p.m.
       
In closed session the city will discuss the appointment of a new City Manager and Interim City Manager. 

After more than nine years in Imperial Beach, the city's chief administrative officer will retire at the end of June.

The city will also discuss a lawsuit against County of San Diego auditors with its legal counsel. A critical Civil Grand Jury report released last week, which relied on a county audit, called into question City of Imperial Beach spending and accounting practices. 

The report was released following a restraining order and court proceedings in which a judge ruled against an attempt to block the use of specific legal documents in the Grand Jury's investigation.

The city has 90 days since the report was released to submit an official response.

Among items on the consent calendar, meaning they will be voted on all at once:

The City of Imperial Beach will seek the extension of a Memorandum of Understanding (MOU) for bulldozing to regrade beach sand until the end of the year.

Seacoast Drive residents, beachgoers and environmental advocates pushed the city and SANDAG to find a solution to the sand since it captured water that seeped under buildings and has made an impact to the local environment.

An MOU agreement for the city to regrade sand on SANDAG's behalf was originally signed Jan. 23 with reimbursement up to $30,000. An amendment to that agreement would provide an additional $20,000 and put city bulldozers on standby during high tide events for the rest of the year.

Bulldozers were last mobilized the week of May 20 ahead of high tides, according to a staff report.

The City of Imperial Beach will vote whether to support a proposed amendment to a 1944 U.S.-Mexico treaty which may reduce the presence of trash and sediment and improve water quality. 

The City of San Diego City Council and Congressman Juan Vargas pledged their support to the treaty amendment last month. 

This is agenda item 2.5.

The city's Environmental Division will provide the City Council and public an update on issues of the Tijuana River watershed.

This is agenda item 6.3.

After months of consideration the city will consider a new manager of the Sports Park. Two proposals will be considered: YMCA management or a plan composed by a collaborative made up of the Boys & Girls Club of South County, Imperial Beach Little League, Imperial Beach Girls Softball and concerned citizens.

Opposition of YMCA management at meetings held this spring was near unanimous.

This is agenda item 6.2.

At the request of Councilwoman Lorie Bragg, City Council will discuss whether to consider at a future meeting the establishment of a historical repository to store artifacts donated to the city. New rules established last year state that a majority of City Council must approve an agenda item proposed by any individual City Councilmember.

Bragg is the president of the Imperial Beach Woman's Club and was a caretaker for the late city historian Freda Adams. 

Prior to her death in April, Bragg is said to have attained a portion of Adam's archives over decades  of living in Imperial Beach. Adams played a role in the founding of the City of Imperial Beach. As a member of the Woman's Club she co-wrote Imperial Beach's first history book in the 1970s.

A public hearing will be held to discuss an assessment district to collect $12,000 for streets along State Route 75.

This is agenda item 5.1.

With agenda items 6.5 and 6.6, City Council will consider contracts with consultant Keyser Marston Associates with services not to exceed a value of $60,000. 

An Eagle Scout candidate will request the right to landscape a median for a new crosswalk near the corner of 5th Street and Imperial Beach Boulevard.
