Code Compliance Officer Garcias Leaves City

Thursday was David Garcias last day as Code Compliance Officer for the City of Imperial Beach.

David Garcias has left his post as Code Compliance Officer for the City of Imperial Beach. Thursday was his last day.

Garcias was with the city for more than 11 years and will leave to become president of Service Employees International Union (SEIU) Chapter 221, said City Manager Gary Brown.

SEIU officials did not return calls for comment.

IB may no longer have a full-time Code Compliance Officer, said Assistant City Manager Greg Wade.

"We may not because of our budget situation," he said. "At this point we're not filling that position. We're waiting to talk to the union about how to proceed."

As Code Compliance Officer, Garcias was in charge of telling local residents and businesses when they violated city municipal code, from parking a car in the wrong place to improper use of a building.

As such, Garcias was often a controversial figure of local government.
