Clean and Green, Redevelopment at City Council Special Meeting

City Council will meet in a special meeting to discuss possible lawsuits, add money to the Clean and Green program and to straighten out loose ends before redevelopment agencies must be dissolved Feb. 1.

City Council will hold a special meeting Thursday evening which starts at 6 p.m.

Council will meet in closed session at 5 p.m. to discuss seven possible cases that may be brought against the city.

The Clean and Green will receive an additional $380,000 in additional funding. This action was approved by council at their meeting last week. A second vote is being taken for procedural purposes.

Clean and Green reimburses local residents up to $30,000 for energy and water efficiency enhancements made to their home.

Since the program began in December 2007, 90 low to moderate income homeowners have received $2.3 million. Applications for the program will no longer be accepted. This is item number five on the agenda.

Agenda item number four will seek to enter into a purchase and sale agreement with the San Diego Airport Authority and owner participation agreement with Bikeway Village LLC so the area can be developed into the Bikeway Village. The properties being discussed are at 535 Florence Street and 536 13th Street.

City staff is currently reviewing the project's site plan review, design review and rezoning request.

The city wants to purchase the Airport Authority land for $375,000.

Off-site improvements detailed in the owner participation agreement are estimated to cost $1.6 million.

The price of purchasing the land underneath one of the two warehouses has not yet been determined.

Keyser Marston and Associates (KMA) said the project still "has a financing deficit of $5.4 million" and the city or redevelopment agency can justify supporting the project in this amount.

Also on the agenda are two items about the forgiveness of loans , a requirement of Assembly Bill 936.
