The detail was funded by an AVOID grant and a trust fund of assessment fees collected from people who have violated a written promise to appear in court or otherwise fail to comply with a court order, according to the department. AVOID grants fund anti-DUI efforts by the California Office of Traffic Safety through the National Highway Traffic Safety Administration.
