Stalking laws have been expanded to include "cyber stalking" . Penal Code 646.9.
"Any person who willfully, maliciously, and repeatedly
follows or willfully and maliciously harasses another person on the internet.............While this might be considered a misdemenor....conspiracy to committ a misdemenor is a Felony.

So if a bunch of political Hacks or a political action committee or group decide to harrass a private citizen on the internet in an orchestrated effort.....THAT WOULD BE A FELONY!

Sorry to report that public figures such as elected or appointed governmental officials are subject to criticism ....and that would not be harrassment. It goes with the turf of being a public figure.
