$15 Thousand For A Plaque?

Politicians fought for years saying the Coronado Belt Line Railroad was not historic. Now they want to spend $14-15 thousand to design a plaque to commemorate the historic railroad. While 3 history books , Save Our Heritage Society and San Diego Historical Society and Commissions all recognize what bike trail zelots didn't.
