Carl Vinson Commander Faces Inappropriate Relationship Charges, Removed From Post

Capt. Jeffrey Winter, commander of the air wing assigned to the USS Carl Vinson, has been removed from his post, the Navy announced Monday.

The commander of the air wing assigned to the San Diego-based aircraft carrier USS Carl Vinson was removed from his post in connection with an investigation into allegations that he had an inappropriate relationship with a junior female officer within his chain of command, the Navy announced Monday.

Capt. Jeffrey Winter was relieved Friday by Rear Adm. David Steindl because of a loss of confidence in Winter's ability to command, according to a Navy statement.

Winter, who took command of CVW-17 in June, has been temporarily reassigned to the headquarters of the Pacific Fleet's Naval Air Forces, pending final results of the investigation.

Capt. Matthew Leahey, the air wing's deputy commander, has temporarily succeeded Winter.

The air wing is based in Lemoore, south of Fresno, but flies off the Carl Vinson when the ship is at sea.
