This week the San Diego County Registrar of Voters issued a measure designation to the , the initiative is now known as MEASURE S.
If passed ‘Measure S’ would repeal the City’s current ban on Safe Access to Medical Marijuana and replace it with an ordinance to regulate strict zoning and operational requirements for Medical Cannabis Dispensing Collectives and Cooperatives (MCDC's).
Regulation = Safe Access for Patients + Safe Communities
Crime statistics and the accounts of local officials surveyed by Americans for Safe Access (ASA) indicate that crime is actually reduced by the presence of a Medical Cannabis Dispensing Collective (MCDC).
Do you know how you'll vote on Measure S?
There is NO WAY that opening up Imperial Beach to the potential of the variety of people (I'm being charitable) who will stumble in to town from ALL OVER San Diego County to come here an buy their pot. Imperial Beach will be the source for every one in the county who wants, or yes, needs their daily high. Marijuana isn't that difficult to grow... if you really have a need, you can grow your own without costing the taxpayers to pay just so the dope dispensers can make a bloody fortune!
We can be anti-pot dispensaries in IB and not have an objection to individual pot use. I know you will have a problem grasping that, but the fact that you are not trying to open up in San Diego tells me that you understand how to take advantage of a small city. The big cities are stopping you cold because they can afford to keep you in court... but you and your compatriots pick on small cities and then try to ram it through by trotting your cancer and AIDS patients out for display. You should be ashamed of yourself for using those people just so you can get rich.
I'm pretty Libertarian so I absolutely believe in a person's individual liberty. But Imperial Beach is not a red-light district... even though there would be a lot of permit fees and sales tax to be collected for turning it into one. Face it... the only reason to vote for Proposition S is if you are a pot smoker.
Anyone who has seen Libi speak at a city council meeting might disagree.
wine would be the appropriate comparison to weed....it's a locally grown plant that's considered the best in the world...a multimillion dollar industry and a product that gives cali top recognition all over the world....except in places where alcohol is banned... during prohibition our wine growers had an exemption for 'medicinal purposes'....it takes 7 years for a vine to produce grapes....if our wine farmers were forced to plow their fields because the 'feds passed a law' it would have ruined the farmers and our wine industry... if there were ANY ill effects on self or society from weed then they would be measurable regardless of the legality of the product...you can google the number of deaths per year from meth - 150,000/yr....deaths from weed - 0/yr....alcohol related deaths is up to 75,000/yr in the u.s.... '...Annual health care expenditures for alcohol-related problems amount to $22.5 billion. The total cost of alcohol problems is $175.9 billion a year (compared to $114.2 billion for other drug problems and $137 billion for smoking)..."
you're at the council meetings?......because no one from i.b. came to the council meetings to speak up against weed....not one has shown up yet... i even stood up and ask: "is there any one person in this room from i.b. that's against legalizing weed?"....not one person spoke up...not one... then why don't you state your real name and picture on the blog.....
Apparently old Frank here has some family issues to work out --- and sorry to say this Frankie but getting stoned will not make it go away ...
But you haven't Libi. You have not deciphered anything... all you do is make a lot of incoherent accusations, spout numbers only you understand that have absolutely no relevance. Which certainly does nothing to convince anyone that you have not spent the last 40 years... on something. You are all talk, no walk. All hat, no cattle. That dog won't hunt. If you have something besides BS to shout about here is where you should go: San Diego County District Attorney: Hall of Justice 330 W. Broadway San Diego, CA 92101 619-531-4040 SAN DIEGO COUNTY GRAND JURY HALL OF JUSTICE 330 W.BROADWAY SUITE 477 San Diego, CA 92101-3830 USA (619) 515-8707 Attorney General’s Office -- California Department of Justice Attn: Public Inquiry Unit -- P.O. Box 944255 -- Sacramento, CA 94244-2550 The Patch hasn't indicted anyone yet... and if you were for real, you wouldn't be making your accusations here.
...and also f.b.i. because forging the check warrants is a federal offense...and a biggie too... if there's something in the audit that you don't understand then ask about it directly....i'm looking at the money - there's no magic here..... i know that it's a 'different language' and if i'm saying something that you don't understand then just say so.... what i print is a summary, but if you would like to see a document or the spreadsheets that lists the checks then email me....lots of people do...
I believe you and several others are capable of causing harm to me, my family, my business simply because I disagree with you. You are a classles act. This is why people use other names. I will vote NO on S to protect my community from your belief that we are all better off on pot. As for attending the council meeting, the council did the correct thing, even if I don't like it. I would have done the same thing. I will be happy when the carpet baggers who are trying to ruin our city get told no. As for your think it will bring jobs to town? Not enough, and none safe. The morons who will be running these places will be stoned, and crime will increase, just like in other cities. Keep tilting into the wind.
My name is real, the picture is me, and I can easily be found --- same house my family has been in since '63 ******* And about this one: "you're at the council meetings?......because no one from i.b. came to the council meetings to speak up against weed....not one has shown up yet ..." Fortunately (or unfortunately depending on your viewpoint) the homestead is 1/2 block out of the IB City limits --- so I have no *voice* in the decisions made --- and haven't since '84 (last time I lived within the city limits) --- and a long time ago I was asked to leave a council meeting --- and was told: ***You don't live here --- this doesn't affect you*** So I guess I get the best of both worlds --- I get to enjoy the beach, my family, my friends, and the locals I have known all my life --- but I don't have to put up with the bullshit --- and the asinine changes y'all are being force fed Sometimes it can be fun to be on the outside looking in ...
legalizing weed in cali is an issue that effects everyone in this state because of the financial loss of revenue combined with the financial burden on our justice system... you cheered when san diego closed their weed stores ....so make sure you also cheer when the city raises your taxes because 'the economy's bad'..... l.a. closed down 790 businesses - now they cry that there's no money to pay for police and firemen.......cause and effect...bad business...
your mother named you after an 80's hair band...?
Grand Jury DA Special Ops State Department Comptroller's Office and the FBI. Now, while we suppress giggles... the DA does not have "special ops"... but maybe Libi meant the Seals. Perhaps the Seals are investigating IB... maybe that's why she hears helicopters buzzing around. Oh wait... helicopters are buzzing around. The black helicopters! The Navy Seals Special Ops are getting ready to invade IB! That's probably why the State Department is involved, since Hillary deals with foreign relations. Damn Navy Special Ops doesn't realize where the border is! They think IB is really in Mexico. The US is getting ready to invade Mexico! Now we know... all thanks to intrepid Libi! The secret is out! Libi... you may not get a response from the Comptroller's office. San Diego County does not have a Comptroller. The state of California does not have a Comptroller. The Navy... I don't know. The Navy may have a comptroller... I think it is one of those knobs on the black helicopter. Okay Patch... you have your work cut out for you., but please do make some calls and see if Hillary will give a comment. We'd like to hear what the State Department has to say. Maybe Bill will respond... just show him Libi's glamour shot. I would say 'you can't make this stuff up' but obviously Libi can.
i don't know why you veered off to insult the military, but i've never been in the military and don't watch enough television to follow your tirade... it's a primal response to cast personal doubt on a person when their views conflict ...religion calls it heresy ... all of my data is derived from the city books and bank accounts...there are no allegations involved... ask the ex finance director mike mcgrane - i think he'll tell you the truth...maybe no one else can wrap their heads around the situation, but he understands fully...
But we'll see. I think you are indulging yourself in a delusional self-aggrandizing folly. You have proved nothing, and nothing will come of your rants. Put-up or shut-up. Oh... so you do know the difference between a "Comptroller" and a "Controller." As to your link, are we to be impressed that the Tidelands Supervisor makes $45,857 a year? You are spending hours investigating what is available to anyone with an internet connection? Wasting our time with your drivel about something nefarious... and it is available for anyone to see? As to the rest... you expose your lack of understand for subtlety. Weed induced, no doubt.
line workers are only get what they're given - it's the ones on top that are doing the big pillaging...but since you've brought up the tidelands sup let's look at the data... the report shows the pay for tidelands supervisor ranges from $45,859 - $58,514, but in the last fiscal year the tidelands sup's checks total $76,844.23.... every year for the past two fiscal years there's a $2 million dollar difference between the amounts that council ratifies and the amounts paid out.... ...tidelands supervisor is the least of the problems... but since you've got the inside track answer this mystery question for us grungy......what is the name of the graffiti coordinator because this person is not listed on the city's employee list...and i've made the city hand me the list twice ..
Free Weed - Free US! - Vote YES on 'S' !!! Get Weed out of our parks - Put it behind the counter! - Vote YES on 'S' !!! Gangsters selling all drugs indiscriminately is what makes Weed a "Gateway Drug" - Vote YES on 'S' !!! Reduce our dependence on Big Pharm! - Vote YES on 'S' !!!
I am not the finance wiz you claim to be, but if you have a specific question, why don't you ask it? You claim to do all of this research but all you have are questions and no answers. It seems simple to me to ask why a range is $45 - $58k and checks total $76k? I, for one, grow weary of your ranting about "pillaging" with nothing but accusations. You are not credible. You really expect us to believe the city is spending $2 million off-budget? And you are the only person who knows about it? Or that $440k disappears on payroll every year? Silly. If you want the name of the graffitti coordinator, why don't you ask instead of making accusations, as if the person does not exist? What is your claim? Do you think the money is going to someone's pocket? You have been at this for months, and all you have are accusations. I'm glad you are not on my payroll. You have produced nothing but speculation and conjecture that proves nothing. After all these months you don't know the graffitti coordinator? And that's why you are making ad nauseum accusations? You can't reconcile the state controller's salary ranges with payroll checks and you want us to believe that constitutes corruption? You say you are a regular user of "weed" and apparently can't make numbers add up to suit you? Res ipsa loquitur. It speaks for itself.
you certainly are upset about a bunch of baseless allegations... ...you hide behind a pseudo name ....but the webmaster still records who you are... i've got another audit coming out tuesday.....if there's something you don't understand or would like to dispute then put your big-boy panties on and do it on that blog
You introduced the subject of "financials" into this conversation, not me. I'm not upset, I'm mocking you. The Patch webmaster is free to contact me directly at any time if they want to confirm my identity. I prefer to be anonymous with you because I think you are unstable.
(http://en.wikipedia.org/wiki/Supremacy_Clause) "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people." (US Constitution 10th Amendment) The fact that the 18th amendment was required to prohibit alcohol leads one to believe that another was required to prohibit any drug. Therefor the prohibition against any other drug, the establishment of the DEA, and waging the "drug war" are all unconstitutional. These are all powers illegally acquired by OUR Federal Gov't. We need to take them back. John Hall is right though ...
It was a red-herring for his election. He has no reason to change theses laws except to secure your votes. The Federal Government uses the Commerce Clause to enforce drug laws as well as to force Obama-Care down our throats ... if one falls the other will also. The only way Marijuana will become safe / legal is if Dupont stands to make billions on it - and then of course it will no longer be "safe". Again, votes are the only reason Obama panders to "organizations" like the US Medical Marijuana Chamber of Commerce" for endorsements. http://swampland.time.com/2012/05/03/what-is-president-obamas-problem-with-medical-marijuana/ Please read the posts on that site - it is believed that these are just liberal organizations garnering support for Obama. :\
So, while your voting Yes on S vote Yes on Romney - he probably won't "legalize" it but at least he won't lie about it. The best chance of legalizing pot lies in our representatives - write to them! Prove this "Grass Roots" movement is Mainstream!
Under the current City BAN, medical cannabis is limited to being grown in residential housing where a maximum of three (3) or fewer qualified patients may cultivate for themselves. Many patients in Imperial Beach are too sick to grow for themselves, and may lack the requisite skills and/or financial wherewithal to cultivate their own medicine. Some patients live in rental units or small spaces, where cultivation is not an option. In these cases, patients are forced to turn to street dealers for medication, exposing them to a multitude of risks. Proposition S would repeal the draconian ban and replace it with strict zoning and operational requirements for medical cannabis dispensing collectives in Commercial and Industrial zones of the city. Don't let the prohibitionists confuse you, Imperial Beach WILL NOT HAVE dozens of dispensaries, it will have the appropriate amount to meet the needs of our community, that's how the free market works!
