Four is large! So, What's Medium and Small?

Does this 'impartial analysis' of medical marijuana in IB sound impartial to you? Would you find the question easy to read if it were on the November 2012 ballot?

In this video, produced and posted by the Daugherty Group, the Imperial Beach City Council votes to put medical marijuana in the hands of IB voters in November. If approved it will overturn a ban council passed on collective cultivation of medical marijuana.

In an unforseen turn of events, the council changed their initial plans to for two years, and instead voted to place on the ballot that would allow for at least one (1) safe access location to exist in the city, thereby overturning it's own ban of "large dispensaries" which it considers to be more than three (3) patients.

If more than three patiens is 'large', then what numbers would medium and small be?

On Thursday the city attorney issued the following 'Impartial Analysis' of the Safe Access Ordinance of Imperial Beach.

Shall the ordinance permitting medical marijuana dispensaries of any size in any commercial, mixed use or industrial zones, setting regulations for their operation, and repealing the City’s prohibition on medical marijuana dispensaries with more than three members be adopted? (YES / NO)
