Questions Emerge About the Cost of Janney's Speech at Pier South

Here is a copy of the email I sent Imperial Beach City Manager Andy Hall about Mayor Jim Janney's planned State of the City Speech at the Pier South Hotel in January 2014.

Dear Mr. Hall,

I read in Imperial Beach Patch about Mayor Jim Janney's planned State of the City speech at Pier South in January 2014.

As you know this first such event for Mayor Jim Janney  since his election in  2006 also happens to coincide with a 2014 mayoral  election.

Will a meeting room at Pier South be rented by the City of Imperial Beach for this political event? If so how much will the room rental and all associated costs (e.g. food, beverages, AV equipment etc)  cost taxpayers?

If the room is being donated to the City of Imperial Beach and Jim Janney by Pacifica (Pier South), what is the value of the donation and could that be construed as a gift or campaign contribution to the Mayor? And as such will the gift be required to be reported?

Or is there an agreement with Pacifica that due to the use of $7 million in redevelopment funds to facilitate hotel construction, the City of Imperial Beach has free use of meeting rooms for the Mayor's political events.
