WASTED MONEY $30,000 + 200 man hours of labor!!WTF?

The intersection at 9th and Donax is getting a Euro style Traffic Circle. Originally budgeted for $8K, It was a unneeded and unnecessary. BUT! tho cost is now $30,000 for materials and 200 man hours. Check page 133 of the PDF council agenda, Unbelievable!!!!
